When a buyer bids for an item & becomes the highest bidder, he is legally bound to pay for the item, as mentioned in ebay. But when a buyer pays for an item, after confirming the final payment with the seller,and after that the seller refuses to send the item, citing out of stock, according to ebay's customer support, the seller is not liable. Is it fair ?

It may happen for many reasons.
Seller must be careful about stock in case of auction.
In this case you will get full refund and seller will have to pay full FVF.

I don't think it is fair that after having paid for an item, you do not get your item. Having said that, it might be a genuine issue because of which your seller is not able to ship the item.

You have lots of experience of the eBay platform and I am sure you would have interacted with various kind of sellers and know that most people here are to do sustainable business and provide their buyers with a good experience. Do communicate further with your seller and see if it is possible for him to procure the item.

Your money is safe with eBay, and I do feel bad that you did not have a satisfactory transaction. However, I hope that post communication with the seller you will get the item you wanted.

We also get 100 buyers who win our auction but not everyone pays.

In this case,the seller has not done the right.
Also.....
There are bad buyers in india,who dont pay.Lots of them.They are a big problem.
