Used Mobile Handsets: Issue with listing

Hi,
I have bought used handsets from e-bay three times, and faced the same issues every time:
The seller usually dont have a used set ready- They buy it from the local market after getting an order on e-bay. Hence the condition etc mentioned in the listing does not match with the actual set sent.
E-bay management can do one of two things to address this:
1. Make it compulsory to attach the actual photos of the product (only for used products) instead of images taken from manufacturers websites.
2. Make it mandatory to mention the IMEI number of the handset on offer (only for used pieces).
These steps can really help those who like to buy used items on e-bay.

Please mention names of sellers when you are making complaints about sellers who do this sort of things so that other buyers and ebay can take notice of things.

Request you to please give names of sellers with whom you have such experience and also give item id numbers too.

On the 27th of October 2009, I made a payment to seller 'jainlalit' an amount of Rs.34,950/-. I made this payment using the Paisapay Option of Online bank Transfer. The Amount has been shown as Debited from my HDFC Bank Statement. But till today the 1st of November, they are still showing the Status of "Payment is being processed".
I made a number of calls to them to either finish up the payment process or have the money refunded. Having read all the posts out here, I think paisepay will go all out to delay the refunding process.
What I want to know is, can I take up legal action for this fraud on the part of ebay (paisepay). I will not let them off so that in future they will again not resort to cheating SELLERS or BUYERS.

ebay id: Sympit
Paisepay ID for the above transaction: 25462176866

Agree.

Actual images of phones should be displayed for used phones.

IMEI numbers may be mentioned so that sellers do not go out and buy used phones after they sell them.

It is ok to buy new phones after you sell them on ebay but used phones should be listed exactly as is.

Is it safe to display the IMEI numbers publicly? Recently, my service provider 'Airtel' send every subscriber an alert circular via SMS in which they requested us not to disclose our personal details including our IMEI number to any unknown caller. I wonder why - what's the risk?
