I using ebay as part time selling. If buyer did not pay we have earlier window of report of open disputes. Which is now reduce and the benefit goes to ebay only as according to ebay deal is completed.
Second feedback no negative feedback available for buyer if buyer is not paying what we do give him positive rating. If wrong address e.g. (abalkdqlq) like this give him positive rating so he can do more damage to other seller,Every time i reported this kind of buyer to ebay and reply came send mail to trust and safety means they cannot forward it is my duty only. After 1 week if you check same buyer is active.
Suggestion if you do not want to put negative rating for buyer to increase the visit of buyer and everything then atleast make a tab do not want to give feedback which is visible for seller so he can identify which is good buyer or not.
Please you take so much money in commission etc. try to improve of quality of customer care no one taking responsibility to solve issue they just say report here and there
out of 10 of my complaint only 1 is solved by ebay
