Why Ebay not responsible for Quality of Product, not consider Quality Issue under Ebay Guarantee

I have purchase 3 Pc's Duffel Bag set from 3G Mumbai, But quality of product is very low. And not long lasting & not long durable product, When I claim this for refund money, Ebay support tell me that they not consider quality issue in their EBay Gurantee Claim.
