I understand your frustration when one faces such a situation.
First of all to clarify, eBay is strictly against pirated items since they violate rights of a copyright owner. Every copyright owner has access to
VERO program, where they can complaint against violating listings and eBay takes immediate action against such listings.
Everyday, millions of items are traded on eBay and thousands of people use eBay for their trading activity. It is virtually impossible for eBay to police the site actively in such a condition. Besides, the good thing is that most of the time we do not need such active policing for most people are good and like to be honest and fair in their dealings.
To catch hold of those who are not so good, eBay has a great system called feedback ratings. By reading a user's previous feedback, you can get to know a users reputation, even without having interacted with him once. We encourage all users to check feedback before transacting. As a buyer, you also can use the feature of
'Ask Seller a Question' to clarify any doubts that you might have about a product before buying. You can also use
'Contact eBay Member' feature to ask the buyers feedback about a certain product he bought.
As buyers, I think we need to discourage sellers, who list with 1 Re and high shipping charge, by not buying from them. At least this is a policy I personally follow, I never buy from a seller who has listings in 1 Re with abnormal shipping charge. It gives me a feeling that the seller is not transparent in his dealing.
Internet is a great medium to trade for it is fast, convenient, and gives you access to a vast range of products that you might not get normally. However, while transacting, we also need to practice judgement that we would normally practice while buying from an offline shop.
While eBay enforces policies as and when violations are found, active help from community members also helps in keeping the site healthy.
