Negative rating by seller who refuses to send item after auction won

I won an auction with iten id 7511562804 from seller scoopy007_in1 (-3) and next day i got an email from seller stating that he cannot send the item as the auction has gone cheap. I reported the same to ebay and got a reply that i should try to contact the seller........?.Then i gave the seller a negative rating for the same and guess what i got a negative rating from him stating me as a unreasonable buyer disagreeing to pay the right price and the seller has negative ratings from others for same cases of refusing to send the products after auction.
Ebay if ur listening kindly get that negative rating removed and bar the seller from ebay.

your reply to the feedback is very clear for other user to read.

as long as you use this ebay-account only to buy, negative ratings wont harm you (buying is just the same with 100% or 35% positive ratings - it's always the buyer who chooses the seller and no seller can stop you from bidding in the last 20 seconds). just never try to sell with a bad feedback profile - it would keep buyers away and the biddings low (so if you get many revenge negatives on your buying account and want to sell, it's better to open a separate selling-only account).

E bay has become a stupid MNC.
It doesnt care for its customers.
I have been complaining for 3 months and no action has been taken against the seller pankit shah of jay electronics.
I was promised 2 items( lens + cd ) but have not recieved the more important item(lens).
The seller on being contacted is indifferent to the issue.
My complaints to e bay were not attended to.
Sovle my problem this time.
It has been more than 3 months since i bid for the item.
I bid on feb 8th.
