have you verified from your bank whether the DD has been encashed on not?
If DD hasnot been encashed, then you need to take refund from bank.
I am not being judgmental here, Just trying to figure out a way to end your dilemma. I have always believed in 1 thing, open minded communication can solve each every issue. try pursuing with the seller, if he is still unresponsive, get in touch with your bank, and ask them to give the proof whether DD has been encashed or not. If it has been encashed, submit the proof to eBay and file claim. you will get the refund.
If it has not been encashed, ask your bank to refund the amount.
