@india.sales and takgye, write to eBay customer care from your email (CC yourself) asking them to give explanation of the T & S executive who acted on your money without your consent.
Keep on mailing them until you get proper answer. May be atlease one of your mail will reach non-dumb, intelligent, understanding, genuine T & S executive. So that it don't get repeated again.
@takgye, we don't know who is Sharat. But better way is to put over the Feedback to eBay community page. Urge them in mails that you need your money and to be deducted from the executives salary or eBay profits. Say them and ask them to treat it as 'their (eBay) Business Loss'.
eBay should come up with escalation matrix to address issues of Sellers/Buyers. Also, need to have an audit on the T & S actions on the accounts.
May be, request buyer to send money, surely, he should send.
