1) Are paisapay and paypal legal as per RBI guidelines?

2) Can Westernunion be used to get the payment of commercial transaction?

3) Can Moneybookers, CCavenue, Payseal be used in listing on ebay.in / ebay.com ?

I am going to start a small scale business through ebay.I have a feedback score of ZERO.Do u think buyers will be interested in buying from sellers who have ZERO feedback?
And how can u make a buyer confident that my product will be more better and inferior so that the product will be bought and the feedback score increased?Do u have any bad experiences in the ebay based payment service called Paisapay?

I have a credit on ebay of about 40 rupees.
How can i get the money back? Since there is only Pay option and not to redeem back what actually was paid extra....
