Dear 2006kanthi ,
New users must be more cautious.
You never studied the reputation of the Seller and started bidding on high value Items.
Then instead of using PaisaPay you deposited cash.
You paid Rs.17,000 in two purchases and both the purchases are below Rs.10,000 (thats the only positive point)
ebay's Standard Purchase protection Programme protects buyers for upto Rs.10,000 per purchase.(For 3 purchases in 6 months)
Protection Programme does not cover the following...
Items paid for with cash or instant money transfer services such as Western Union or any form of payment that cannot be documented.
Just check up with ebay if the cash deposited receipt is good enough proof under protection programme.
If yes, then immidiately file Item not received dispute.
Study this link and follow all steps within the stipulated time frame.
http://pages.ebay.in/help/tp/isgw-buyer-protection-steps.html
If any step is not followed within the given time then recovering money would be impossible.
Hope you get your hard earned money back.
Umang Midha .

Hi,
Umang has written all. You are lucky that none of the items exceeded Rs.10000. So your total loss in this case after the refund from ebay will be Rs.300 (17000 -9150 -7550). As per ebay rules you are not likely to get back the shipping charges and Rs.50 will be deducted from each amount as processing charges, hence the total refund will be Rs.16700.
Please check the feedback of the seller especially for high value transactions even if he / she has 10-15 ratings. Some frauds can even arrange 10-15 ratings to fool new buyers.
eBay is a nice place to shop only if you are very careful about the sellers and aware of the ebay rules and regulations. Hope your next transaction will be a smooth one. .
Best Regards 😄

As the payment was by cash deposit i dont think it qualifies for the buyer protection program.
Had it been a cheque deposit the buyer buyer protection was applicable.
Also online bank transfers are not accepted (not sure on this one).
The exact statement by ebay ont this matter is "Items paid for with cash or instant money transfer services such as Western Union or any form of payment that cannot be documented. "

Hi,
I don't think Items paid via Cash doesn't qualify the Buyer Protection Claim.
If you have the receipt of the Payment made / cash deposited on the Bank, then there is one chance.
Any way, Consult the eBay team as soon as possible.
http://pages.ebay.in/help/contact_us/_base/index.html
If you are eligible, then open the Item Not Received dispute.
http://pages.ebay.in/help/tp/isgw-buyer-protection-steps.html
Follow all the steps within the time given.
Hope you will receive your money soon. ---------------

The best way would be to first contact the seller offline ASAP
To get the contact details use the following link.
http://search.ebay.in/_W0QQtZvbQQsofindtypeZ9
There are always chances that the person might not be a fraud
