The seller did not remove themselves, ebay did because apparently they were reported for violating ebay policies.

I am not as familiar with paisapay as I am with paypal. When a seller is no longer registered and the item number is no longer valid, the item not recieved dispute is filed through paypal. If this option is also available in paisapay, then that is probably what you need to do because there is no valid item number.
You have a time limit in which to file so make sure you stay within the timeline.
