ebay not bothered to respond/service customers

I wonder how can a big organization like ebay don't have responsible team for customer service. So many cases against them, that too mostly because of poor service/fraud by the seller. I filed a claim #123984 ten days back and surprisingly no response so far from ebay. No email to follow up with, call center folks don't know anything, same with online chat. I wonder if this is the kind of management ebay has world wide or is this only specific to India. Can anyone responsible person from ebay respond?
