eBay policy regarding major defects in used items

Suppose a seller offers a used item and does not specifically say that it's in perfect condition, but does not mention any defect either.

Suppose, on receipt, the buyer finds that it has a major defect (not just minor signs of wear).

Examples (hypothetical): A camera with a major scratch on the lens, a book with missing pages, a computer part that does not work properly, etc.

In such cases, does the buyer have grounds for filing a complaint?

@pimpom_in1...

You have come to the very right place here you do not a reason to file a complaint you only need the will to do so..

Ebay(India) is best in the world for buyers, don't worry make merry, file as many complaints as you want.

And wait forever for those complaints to be resolved. Please note that such complaints get automatically flushed out of ebay and they will not even acknowledge your complaints after that timeframe. I am waiting for refunds since last 3 years! I cant write emails for any item more than 90 days old and if I call, they just give an assurance of call backs or refund which never happens!!
