eBay gift not recieved even after 4 months

I did not received the free gift associated with my purchase( PaisaPay ID: 28921510654) even after 4 months.

I raised this issue several times with Ebay ( via phone, email and chat). So far no resolution.

eBay gift voucher / promotion code was WK19REACER

What to do?
