Why isn't there a 'Cancel Order' option in eBay?

I wanted to cancel an order way before it was shipped. I contacted the seller but got a reply from him saying that if he cancels thr order then he'll have to pay 4% to ebay. This is totally absurd and not acceptable. Other e-commerce websites (flipkart, snapdeal, amazon etc) provide option to cancel the order if it's not been shipped. Why isn't ebay providing this option?

Totally Agree. I'm moving towards Amzon India now a days. Even though I've to pay few rupees extra, the satisfaction covers it all. 🙂
