So many buyers are bidding only for passing time. But not for really buying

I am very sorry to say that so many bidders are participating in auction only for passing time. Why don't they understand the trouble facing by the seller only because of their time pass attitude. They never pay for the auction even after repeated requests also. I can't understand, why eBay is not taking action against them.

As i am trying to use it as a source for my welfare organisation, I am suffering so much with this selfish attitude of some buyers.

When you list a item there is a option called " Buyer Requirement" you can select numerous parameters.. It is a buyer filter.. if you use this then you can control this problem to a extent..
