Shipping to Calcuuta /Kolkata

Fello Ebay sellers
Do you face problems while shipping small electronic items like say USB card to kolkata to an indivual customer? (receiver not a business name)
can we take a risk and ship it as "Used personal item ,Not for re sale" marked on the envelope?
Dopes courier's like DTDC accept envelopes to west bengal? (since they have local registration-at worst they will ask customer to pay octroi and collect envelope right?)
Sellers who are shipping regularly to kolkata/west bengal- kindly post your views/advice.

Dont ship to kolkata

we lost goods worth 2 lakhs in regular interval

sales tax department will seize and they do not listen

Small items up to Rs.500/- or 1000/- there is no issue. For expensive items just send a "free gift" invoice along with the parcel and there will be no problems at all. I have been sending to Kolkata by DTDC couriers very regularly without any issues.
