Hi,
Leaving Negitive Feedback doesn't get you the charger.
Open the Dispute.
Ask your seller for the charger and the memory card.
If the seller agrees to give you the charger or refund the amount, then simply get the refund and give him the phone. But you may loose shipping charges as most sellers will not give.
If he doesn't agree, file for a refund and give him a negitive feedback.
