There are five key elements to the new Feedback system being introduced in the first half of 2008:
Beginning in February, buyers and sellers will be able to earn up to one Feedback per week from the same trading partner. Today, members may only affect each other's Feedback scores one time, regardless of the number of transactions between the parties. This change will both encourage repeat transactions and reward good service.
Sellers will no longer be able to leave negative or neutral Feedback for buyers. This change will occur in May, 2008.
Removal of negative and neutral Feedback left by members who are suspended or who fail to respond to the Unpaid Item Process (UPI).
Positive Feedback percentage will be based on the past 12 months of Feedback, rather than lifetime, since it is most indicative of the seller's recent performance.
Restrictions on when Feedback can be left:
... Buyers must wait three days before leaving negative or neutral Feedback
... Instead of 90 days, members will be able to leave Feedback for 60 days

Then how sellers can warn others about mischievous and non paying buyers who just bid for fun , anything taken care about this ???????

"Safe Payments Requirements
Last January, Bill announced that all new sellers would be required to offer PayPal or a merchant credit card as a safe payment option. This requirement gives buyers a higher degree of protection when transacting with sellers who have little or no track record.
This year we're expanding this requirement to the following sellers:
* a small number of sellers who have the worst buyer dissatisfaction rates
* sellers with less than 100 feedback
* sellers who list in certain categories with higher rates of buyer complaints.
Also, for a small number of these transactions paid with PayPal, when eBay suspects the transaction may result in a dissatisfied customer, PayPal will delay release of the payment funds to the seller until the buyer has left a positive feedback or 21 days have passed without a dispute."
Seems like ebay.in is the new testing ground before policies are implemented worldwide.
Complusory PaisaPay (PayPal) and remittance only after 15 days of shipment are now to be implemented on all ebay sites.
Now after "neutrals", one more criteria for dissatisfied customer :
"The buyer leaves a 1 or 2 DSR rating on any of the attributes"
Again the PS bar are going to be raised :
"We're going to give you some time to do this, but starting this July, you will need to have a minimum 4.5 score in all four DSR criteria over a 12-month period to be designated as a PowerSeller (or remain in the program)."

5. Pricing discounts for PowerSellers with great DSRs
6. Protection from chargebacks for PowerSellers
7. All addresses are confirmed addresses for PowerSellers on their eBay listings that are paid with PayPal
8. Unlimited PayPal protection for PowerSellers
9. Repeat Feedback credit
10. Rolling 12-month Feedback Percentage
11. Personalized Seller Dashboard
Seems competition for ebay is hotting up worldwide too.

Genuine Buyers Will Be Treated As Kings
That Should Have Been The Way Originally
Genuine Buyers Were running Away From The Site
When They Were Unfairly Negated By Any Seller ,
Thereby resulting In A Loss to The Whole Selling Community As Well As Ebay
Good That This Has Been Taken Care Of
Must Admit My Original Reaction Was Not in Favour When Learnt That Sellers Wont Be Able To Leave Negative Feedback
but As Things Are Sinking In
Seems Like Ebay Has Got Everything right this time
My Thoughts On How Things Should Work Now ....

For items costing between $0.01-$25.00 from 5.25% of the closing value to 8.75% of the closing value.
That is a 3.5% increase.
Is the same story going to be replayed on ebay.in?
Than it will be 8.75 FVF + 4.5 (PaisaPay) = 13.25.
Add to these listings fees, listing upgrade fees, selling manager, sales report, Inward NEFT charge etc. Total selling expenses on ebay for products costing less than Rs.1000/- would be almost 20%
