We got this checked, but no other user has complained of PaisaPay link not working.
There is a possibility that you would have accessed it on Friday, during scheduled maintainence time. during this period all eBay features get impacted and users can face difficulty in acessing various features. If that is not the case, it will be really helpful if you could send in details to Customer Support via http://pages.ebay.in/help/contact_us/_base/index.html
