The seller is new and has already got negative and neutral feedbacks. Its also surprising that he has not contacted in more than 10 days. Lastly, they are also not accepting PaisaPay.
May be the seller is genuine but considering all the present parameters and the multiple frauds occurring in ebay, I think you should better open a dispute and stop payment. If the seller respond with some authentic reason for the delay in response then you can also reconsider for payment.
