To talk to customer care minimum wait time is 30 mins. To chat wait times range from 30 to 50 mins. Is ebay customer service under staffed? No agent gives satisfactory answers other than repeating exact pre-rehearsed sentences. For this there is no need of any customer support at all. In my last three purchased two were not serviced. One guy simply said it has been shipped and never handedover the shipment to courier. Another didn't have stock and for third the "prefered" couries kept the consignment with him for 3 days before delivery. In the days of one day delivery, this is awful. For non-serviced items the money is refunded after 15days. In the name of escrow ebay is doing business with customer's money.
