I purchased a laptop, but can't leave feedback for seller

so unfortunate, Ebay should allow members who made a transaction on eBay to leave feedback for the seller, what if my membership is not that old. See this message from eBay

We are unable to add your Feedback for 1 transaction
Here's why:
You must be a member of eBay for more than five (5) days to leave Feedback for any user.
Note: Using a second email address (an "alias") to leave negative Feedback for another or positive Feedback for yourself may result in immediate suspension of your eBay registration. hi is not in a hurry, but want to know if this happens to every one. since he is a new member at-least he is interested and enthusiastic to leave a feedback, which many buyers doesn't do on ebay.

I have purchased the Items for above Rs.6000/-(ID NO: Iberry tablet Paisa Pay ITEM Code NO:130603002687 on Dec.2011 with Gift Coupon NO.XMASGIFT27 and Sony Vaio PaisaPay ID 30491155771 Dec 2011 with Gift Coupon No.XMASGIFT01.After one month, I received gift information in mobile about Courier details. After a week,I keep on tracking the courier ( tracking ID NO.13433398834) but,The gift has been delivered to Mumbai address as Mr.SUDHEET. after that, I tried your customer care center so many times, But Still, I could not get the solution and not received my Gift ITEM till now. Please take the necessary action, What would be the next stage?
(period of processing from your side is more than 5 month Is it good practice? )Shall I move further legally?
