If new customers wont come to eBay India (eBay.in), i do not think, without new customers, any eCommerce website has any chance to grow in this industry.
Yes, i can also understand sometimes it could be frustrating to deal with new buyers, who do not have any knowledge of "How eBay works", claims and feedback.
A consolidated email should be sent to new buyers by eBay stating all the "Important points for buying and selling" and all "RULES" in short, so that buyers can get a glimpse of how eBay works.
I think it will also help out sellers in one or another way.
