Please excuse me if gave the wrong vibes, however when I say that we should TIME our negative rating when we know that either the seller is completely unresponsive or ACT FISHY so we ALERT other ebayers of the similar experience (there is NO QUESTION OF HATRED here, please mind your language)
To give you examples, GEB kept disappearing for 2 months and I kept chasing them for either a refund or a replacement of the item I bought (they got a replica shipped instead of original). When they asked to ship the item back, I paid for the shipping cost and ship them back which the confirmed receiving and forwarding to the original seller, still I kept chasing them for refund (in April to May) and when I could not get a reply, I tried to leave an APPROPRIATE NEGATIVE FEEDBACK only to know that I COULD NOT GIVE IT then. A buyer protection case was already on which also got closed by ebay despite me chasing i2c seller!
Gist of the matter, I STILL DID NOT GET THE REFUND nor EBAY COMMUNITY know that i2c kept the money and got away from getting a negative feedback as well.
Latest being "genuine.buy" who registered on ebay with the sole purpose of extracting money from us and presenting to ANIKET proof of delivery for an INVALID dispatch info. If I would not have given a negative rating, this seller group would have cheated many other ebayers only to loose money due to ebay not being proactive in protecting us despite giving them significant info which is actually enough (discussed with my lawer) to book the seller for a criminal offense.
Hence, while its important that we time our rating, we should ensure that they reach ebay system on time so other buyers get alerted appropriately.
Infact, other ebayers who got cheated the same way by this seller contacted me after seeing the feedback, else they would not have been able to contact me and uncover this fraud group who is registering on ebay claiming to be from different locations on multiple ids.

I did not have many questions for the seller. I called him immediately after I paid for the item. It was only when I realized that he sold the same item to multiple people and kept listing the same products after the listing got expired or bought I realized that the seller seems to be a fraud.
