Fake buyers

I have been trying to list an item in eBay.

But, each time I lists the item, someone will buy on the very first day.

But, they either wants me to ship it outside my shipping area or Not responds to the mails or communication.

So, last time I listed my item by stating, buyers with zero transaction history are not allowed.

But, even then somebody with zero transaction history, bought it and didnt communicate further.

Since,I dont have a denial option as a seller, I have to wait till I can claim a no payment item before relisting.

I must get a "deny" option to cancel a transaction immediately.

I suspect these kind of activities are from some co-sellers who wants to hide my listing.

I'm eager to know, what eBay can do in this regard.

Most funny thing is, I'm getting eBay invoices for each of these transactions.
