Buyer requirements NOT working on ebay.in ??

Hello eBay,
I had created the following rules in Buyer requirements:

Block buyers who:

Have a feedback score of -1 or lower
Have received 2 Unpaid Item strikes in the last 30 days.

But today a buyer with -1 feedback had bid on my item.

The eBay item number is: 290227106819
Buyer id:tumarada123

The buyer had received a negative feedback from other seller as on 16-Mar-2008 17:10

I was surprised as how a buyer with -1 feedback can bid on my item as I had never allowed buyer with -1 feedback to bid/purchase my item.

Well I had double check the buyer requirement and it still shows the same rules as mentioned above.

So,My question is how a buyer with -1 feedback was able to bid on the item?

Quick Clarification from eBay is expected.

its a known issue since long time. I had discussed it with ebay but with no success(they did not understand what i was trying to say). as now i do not use the blocking i did not bother to disturb Pinks ! 😉

same goes with sms verification.
