We are pleased to announce that starting the week of 3rd December 2007 we will be launching several enhancements to PaisaPay. These enhancements are aimed at making transacting on eBay even more safe, fun and providing our buyers with a delightful experience. New PaisaPay will provide a mechanism for the buyers and sellers to complete their PaisaPay transactions with ease and help our sellers increase their business on eBay.
The New PaisaPay flow:

Key Highlights:
1. Providing a delightful buyer experience: Buyers will now be able to use PaisaPay for fast, assured purchases or get their money back! In case the buyer does not receive the item purchased with the prescribed timelines, he will have the option to get a quick refund.
2. Uniform performance guidelines for Sellers: In new PaisaPay the sellers will have fixed timelines within which they need to ship and deliver the item. This will help in providing a standardised seller experience where sellers will have clear performance guidelines. In case a seller needs more time to ship or deliver the product, he can request the buyer for a time extension.
3. Easy tracking of shipments for both Buyers & Sellers: Sellers will be required to enter the shipping details in My PaisaPay within the prescribed timelines. This will give buyers and sellers a quick reference point to know the shipment status thereby resulting in smooth communication between buyers & sellers.
4. Easy Refund Mechanism:
a. In case the seller is not able to ship the item: Seller can easily issue a refund to the buyer by not entering the shipping details within the prescribed timelines. In such cases PaisaPay will automatically issue a refund to the buyer. The sellers no longer need to follow the offline process of contacting PaisaPay Customer Support for issuing refund.
b. In case the buyer does not receive the item: If the buyer has not received the item within the prescribed timelines he has the option to raise a refund claim. In case the seller has delivered the item he will have 5 days to dispute the buyer’s claim. In case of any dispute between the buyer and seller on item delivery, PaisaPay’s decision will be final.
5. Seller Remittance on Buyer Confirmation: PaisaPay shall remit the money to the seller as soon as the buyer confirms item receipt or does not raise a refund claim in the prescribed timelines. Certain Qualified sellers will be eligible for Express Remittance.
6. Express Remittance for Qualified sellers: Sellers who qualify for Express Remittance will have their individual Express Remittance limit. Please note that Express Remittance is a privilege for sellers with strong business and good behaviour history on eBay. The option to offer this privilege to sellers will be at the sole discretion of PaisaPay.
7. Online Remittance to replace Demand Drafts: PaisaPay will remit seller’s money online to his bank account instead of mailing demand drafts. This will save both the courier & encashment time for the sellers. It will also mean no more cases of lost demand drafts.
8. Twice a week remittance cycle: PaisaPay will now be sending money to sellers twice a week (bi-weekly basis) replacing the process of weekly remittance.
9. All new My PaisaPay: The new ‘My PaisaPay’ in “My eBay”, will give buyers & sellers an easier interface to communicate with each other and stay updated on transaction details.
10. PaisaPay Phone Support to be extended to all seven days of the week: PaisaPay phone support will be extended to all seven days of the week (from current five days a week) from the month of December 07.
11. PaisaPay becomes mandatory: All listings will automatically offer PaisaPay as a mode of payment. Sellers can also offer other mode of payments. Sellers with 20 or less listings will be able to offer PaisaPay as the only mode of payment. Read FAQ’s.
12. PaisaPay Invoice: To ease the process of reconciliation and accounting your PaisaPay transactions PaisaPay would be issuing a monthly Invoice to sellers.
13. eBay Buyer Protection remains the same: Buyers will continue to remain eligible for eBay Buyer Protection after time-out period. All other buyer protection features will remain the same. Read FAQ’s.
14. PaisaPay EMI Option: Sellers with 5 or more feedback will have the option to offer 3 and 6 month EMI in their listings, which can be availed by buyers paying via ICICI bank credit cards. Additional PaisaPay charges apply fro EMI transactions. Read FAQ’s
To avail the Enhanced PaisaPay facility from the week of December 3, 2007, all sellers will need to register again with PaisaPay and update their bank details here. We encourage you to update your details as soon as possible on this link. Read FAQ’s.
We understand that you might have questions to understand the changes better. Please feel free to read the FAQ’s, go through the details on this page and on the tutorial, contact our Customer Service team or post your questions on this thread.
We are very excited about these changes as we believe that this will help us in providing a high quality online shopping experience to our users and help in making eBay the favoured destination of online shoppers.
Regards,
The eBay Team

Just to get the terminology right and to clear all doubts.
"Hard copy of Proof of Shipment for a online track able shipment "
By "Hard Copy of Proof of Shipment", I presume you mean a scanned copy of the Physical Proof of Shipment.
This is actually a soft copy.
or
Does the seller have to courier a attested copy of the Proof of Shipment? A hard copy would be a physical document.

My concern is the same as all other sellers on ebay india.
I use registered mail for International sellers.
The delivery takes 2-3 weeks and there is no tracking info and I have never lost a pack.
I am a genuine seller and If I start using a courier to send my packs Internationally the charges are sky high.
None of my International buyers will pay such huge charges and would rather buy from members on www.ebay.com
Also If I switch to a courier comapny I am sure more than half of my buyers would never come back to onfirm recipt.
Also getting a POD is a challenge where I will have to beg the courier comapny and they will produce it maybe in 25 days or more after my request.
If I have to increase my shipping charges I will definately loose business as competition on eBay is high.
The idea of buying online was making the idea of shopping easy not full of hassles. E-commerce is all about the ease of shopping. This new paisapay policy has just added more work for sellers.
And also If I get my payments released after 15 days what happens to my cylce of new items. I add in new items everyday and how will I manage inventory If my payment is stuck up for 15 days and that to when a buyer comes back and does no file for a dispute.
None of the buyers bother to comeback once thay have made payment.
This new policy is going to complete wipe out a lot of sellers and I fear I might be one of them.
Thanks
Indiatrend

Today i have a story to tell you one and all.And this story has two morals, not even.I know that everyone would be bored up with posts coming up.
I was waiting for the paisapay cheque to land at my address as usual on thursday.Paisapay cheques are usually sent via Blue Dart courier agencies. The courier boy came and gave me a letter containing the cheque.I signed the POD and the courier guy went away. That is when i got a shock. The courier wasnt in my name, the payment was for someone else!!! And by the time i searched for him,the guy was gone!!!
So i went to the Blue Dart office in my city and fired the staff in charge there.Within 5 mins,I received the intended courier at my address.
So the moral which i learnt was:-
1)Paisapay payment are better to be transferred by Electronic means and.
2)Even trusted courier agencies like Blue Dart can commit mistakes!!!
So for the time being,It is a mixed decision to go ahead with the new Paisapay.?:|

While dispatching any item through a courier the seller receives the dispatch details (Airway Bill No. /Docket No. / Tracking No. / Reference No.) These are provided by the courier company at the time of dispatch the consignment
The Delivery time is a timeline within which the Seller is required to ensure the Delivery of goods and/or services. The Delivery Time is calculated from the time the Seller enters the Dispatch Details on the PaisaPay Facility. Seller may raise a request to the Buyer for additional time (Dispatch Time Extension) to Dispatch the item through the PaisaPay Facility and the Buyer may either accept or reject the time extension request by using PaisaPay Facility. The upper limit on the maximum number of days the Dispatch Detail Time Extension shall be 23 days for Delivery within and outside India.
PaisaPay Rules and Policies
Further to this, Seller may also raise a request to the Buyer for additional Delivery time through the PaisaPay Facility and the Buyer has the option of either accepting or rejecting the time extension request by using PaisaPay Facility. In cases like these where the item is paid by paisapay and buyer wants to recieve it personally, how can the seller enter the shipping detail? Should the seller enter the buyers email address to avoid auto refund? Awaiting a positive response to this query.

Paisa Pay doesn't allow hand delivery of orders. The shipping has to be done by a courier and POD has to be generated.

New PaisaPay system may be delightful experience for buyers but it will be a NIGHTMARE for sellers like us.
We are Power seller in Jewellery. Most of our buyers are from various countries all over the world. For your information, no Courier Company in India carries Jewellery legally except Speed Post. One company FEDEX do carry but it has offices in Delhi and Jaipur only, and it's minimum charges are Rs 3300/-
From our practical experience I can raise some genuine queries which need to be addressed responsibly:
# Normally Speed Post delivers overseas parcels in 15-18 days but in 30-40% cases, it takes 40-50 days to delivers. Three parcels booked on 6th September to France, USA, UK , were delivered on 30th October that is 55 days. PaisaPay system says delivery time 21 days, which is extendable upto 10 days. Extension of time also at the mercy of buyer. Please clarify, if Ebay decides to refund money, and the parcel reaches afterwards, who will compensate?
Normally, buyer never replies such queries like Extension. IT SHOULD BE, IF BUYER DONOT REPLY, IT IS PRESUMED, TIME IS EXTENDED. If buyer has any problem, he will explicitly reply.
# Presently, we are receiving payment in 7-10 days, in new system, Ebay is unneccessarily retaining money app. for 25-30 days.
Delivery time is 7 days and can be extended further but that also with buyer consent. It should be-- if buyer donot reply, it is presumed that buyer has no objection.
FINALLY, and MOST important: We will forced to stop selling high value genuine Jewellery products overseas because we cannot take guarantee of delivery in specific days. We can ship by guarantee. Once the parcel is shipped, it is beyond our control to deliver expeditely.
I hope, you will see to it seriously otherwise no genuine seller will dare to sell overseas specially Jewellery. Ashok Agarwal
