Buying a notebook computer is a simple task as there are only 2 manfucatures of CPU - Intel and AMD. Intel rules the Indian market with 90% share. So the choice is mostly Intel. If you want a entry level machine you go with Dual Core and if you want higher you go with Core i Series.
But for tablet pcs it is a virtual minefield with over 10 manufacturers and dozens of CPU models.

The usually power the Resisitve screen tablets 7" below Rs.5000/- and 10" below Rs.10,000/-
Mid Level SOC

These usually power the 7" tablets costing between Rs.6900/- and Rs.15,000/- The difference between a resisitive (hard two point touch) and a capacitive screen (smooth with 5 point touch) is about Rs.2000/-

This usually power the the Tablets with 3G internet and calling function and typicall cost between Rs.10,000/- and Rs.15,000/- depending on brand and other specifications.
Now there is a rampant overstating of CPU speed by most manufacturers.
A 500-600 Mhz cpu is called 800 Mhz.
A 800 Mhz cpu is called 1 Ghz (1000 Mhz)
A 1 Ghz Cpu is called 1.2 Ghz, 1.3 Ghz and even 1.5 Ghz.
Currently there are few CPUs for tablets which are faster than 1Ghz native speed.
How the manufacturers get away with this.
Typically a SOC has a CPU bundled with a GPU (graphic proccessing unit) A GPU typically performs at 200 Mhz to 500 Mhz. The manufacturers simply add up tthe two processor CPU + GPU. So a 500 Mhz CPU and a 300 Mhz GPU become a 800 Mhz SOC (500 + 300). A 1 Ghz CPU + a 200 Mhz GPU is called a 1.2 Mhz SOC.
How to find out the actual speed of your processor. Again this is a minefield. There are number of benchmark programs available in the Android Market. You can download these and check the cpu speed, benchmarks etc. The most popluallar benchmark programs are Antutu Benchmark Standard and Quadrant Standard. Both these are free, these are also available in paid version. And depending on the GPU and other specs, even a 1Ghz CPU will perform better or worse than other 1Ghz CPUs
For information of buyers we are mentioning the Antutu Benmark of most common CPUs for buyers to make an informed choice before purchsing. This benchmark is a total of Ram, CPU, 2D graphics, 3D grpaics, read write speeds, etc.
1) WonderMedia WM8650 - No Benchmark as this does not have a GPU. Same to assume this is the slowest processor in the market today.
2) Infotmic IMAP X210 - 1100
3) Rockchip RK 2918 - 2000 - 2100
3) Amlogic AML8726 - 3000
4) Samsung PV210 - 2600-2900
5) AllwinnerTech A10 - 2950
So it would seem that rather than bare CPU speed the GPU is also very important as RK2918, PV210 and A10 - all based on Cortex A8 with a running speed of 1 Ghz have very different performance.
The GPU used in RK2918 is the Vivante GC600, the GPU used in PV210 is PowerVR SXG, and for the A10 and 8726 it is the Mali 400.
