In case the shipping detail is fake, and item is not delivered to buyer within the timeline, paisapay refunds money to buyer, so whats the issue in it.
A lot can learnt by understanding the system first and further on suggestions can be put forward, please do not simply brainstorm ideas without fully understanding how things are moving currently.
There are many issues which are currently being faced by buyers and sellers these days. Use them to bring out the best consultant self of you.
eg-
1-Neutral feedback revision for sellers
2-Free gifts not being delivered to buyers.

The buyer should also consider following things:
1. Seller's communication
2. Seller's feedback numbers (Seller with more than 100 feedback can be considered as serious sellers. Sometimes sellers with more than 1000 or 2000 feedback tend to be complacent also.)
3. Seller's feedback percentage (Should be at least 99%)
The best sellers are the ones who receive very good feedback comments and have high DSR scores. (Detailed Seller Ratings) A DSR score of 4.8 and above is considered to be good and a DSR of 4.7 and lower is considered to be poor in terms of customer service.

Sorry for this but I feel you are been too judgmental on this and you are been too harsh on other sellers, you also have not right to pass judgment on what is a good DSR score and what is bad.
skygiftworldwide has very rightly mentioned that delivery time period decided by ebay is 10 days max so again you have not right to pass judgment in how many days a buyer should get his product. How are you are deciding that delivery has to be done in 96 hrs only.
You can set standards for yourself and you stick by it.
You are putting down fellow sellers, which is bad code of conduct.

real.phoenix is not dealing in india..his maximum sales is from outside india so he cant judge abt the shipping time
do u consider aramex/blue dart/tnt as a good courier
they also dont deliver all the place in 96 hours
some time it take more then 4-5 days
and Abt dsr u r talking
1st of all india buyer dont know wat the use of dsr and that the fact(80% buyer dont give feedback also)
and as u r dealing on .com so there ppl are aware of everything so ur dsr is good
so its better u dont judge

You know sometimes when I sit alone and think in my free time, I just ponder over the thought that on what basis does ebay expect a DSR of 5.0. 100% is something that is never possible in real life and should not be also, if someone gets 100% then there is no more room for improvement and a person will stop striving for perfection and will eventually die because nothing more remains to be achieved.
I wonder how has ebay decided that good is only 5.0 out of 5.0. I am of the opinion that no buyer should ever give 5.0/5.0 to any seller ever.
ebay should remember the great proverb that "No Ocean is 100% Wet and No Desert 100% Dry"

I selected a particular buyer because he was in Mumbai, and thought he would deliver quickly since I am in Mumbai. I have paid by Paisapay on 8 June, 2010, the seller claims to have shipped it on 10 June 2010, and even after 5 days , I have not received it. The courier says it will take up to 10 days to deliver the item in Mumbai itself.
Even if you use public transport, it takes less than 10 hours to deliver any item from any one place in Mumbai to another.
This is the worst experience I have had on eBay so far, eBay should check the sellers before they are allowed to list high value items(more than 5K)for sale.
