How to claim Refund.!?

I have bought Samsung Galaxy phone on date 19/08/13.
Seller is suppost to ship the product before 24/08/13..till now nothing happen/the seller don't ship my phone ..
when I call the Mobile no. given It is 24x7 switch off. even I can't sent SMS.When I sent mail.. no reply.

Please...Pleasee anyone help how to claim for Refund.!!!
