octroi charges in Mumbai( the seller is from Bihar)

I ordered google nexus tab worth 19k from a seller in bihar. He ordered the same from US> and the seller resides in Bihar.

Now he wants to ship that item from Bihar to Mumbai. The problem is what he is facing is, he trying to ship the item via DTDC and those guys need recept of the payment made in INR curr and as the payment is in USD. The DTDC guys questioned the seller as how we can charge the recver i.e myself as the payment is in USD. They say they want vat+rcpt in INR curr.

Due to this he is not able to ship the item from Bihar to Mumbai.

Am very much disappointed, dont knw who is fooling and how to get my item.

Ask him to send via bluedart domestic priority. They would take the product without much document.

Also he can give a declaration that he is sending the product as "gift" and hasnt sold the product.
