I have seen many auctions at Rupee 1 and a shipping fee of Rs 300. It seems to me that they are trying not to pay the ebay fee. Doesnt ebay do something about it? or is that allowed.

When you send a product through courier and if it doesnt reach the buyer you get the product back. You should refund full or send him the item again. Its your mistake, unless the address given by the buyer was wrong.
