You got it wrong.If a member does not transact for 12 months,the FB will show 0%.

He was a good 100% FB seller at one time but is not selling now in ebay india.
0% FB means not participating for 1+ year,thats all.
The FB system is funny now.Nothing to do with PayPal.But PayPal is no good for us in India.
