buyers doing time pass bidding on ebay and not making payment

i have put certain items for bidding on ebay. had got bids on 9 items and many items ended today with a winning buyer. out of these only one genuine buyer has made payment and the rest just dont know hot to make payment or refuse to buy or refuse online payment ie they want COD. inspite of writing NO COD they just keep bidding for time pass and after the listing ends they dont make payment.

this is nothing but HARRASMENT to sellers on eBay. we are charged FVF when bidding ends and buyer does not pay. this is wrong on eBay part. they should charge only when buyer makes online payment.

also this makes relisting the product stuck for 8 days as UPI process takes 8 days. we are unable to list the item again for 8 days.

eBay should change this bidding policy and make it more strict on buyers end. also FVF should be charged after payment is made.

this is a serious issue and ebay must look into to keep up with the other commerce sites
one thing is clear there should be a strict option for payment and fine if the buyers are not serious.....
causing unwanted loss for seller on account of courier charges, lisiting getting stucked for 8 days.....
and all harassment for final fee reversal

ebay urgently should do something on this...........
