We can not start blaming eBay for the policies. eBay had made "eBay Courts" for dealing with such types of issues.
May be buyer had faced issues, problems, harrassment thats why he left negative feedback.
@trinketlounge: I would like to suggest you to lodge a resolution in eBay Court with all the supporting documents and emails and other conversation with buyer, according to my perspective, they will review the whole matter and after successful review, they can remove the negative feedback.
