Two months? Why did you waited for so long? As per my knowledge, an Item Not Received can be filed within 31 days. Secondly, you paid him directly into his ICICI Bank A/c instead of using PaisaPay. You better file an FIR at your nearest police station.

My suggestion to eBay India.
Please do not allow new users to use any other payment option other than PaisaPay. Put a restriction such as new buyers who have less than 5 or 10 feedbacks cannot pay via other payment modes. Also remind them that in order to file an Item Not Received they must do it within the 31 days time period.

I understand people make mistakes. Looking at Ramprasad, it seems he's recently into eBay. And I strongly agree with spl_ind and recommend an FIR, because that's an offline eBay work and you're technically not protected by eBay buyer protection. Also time has passed. Sorry about your experience. You just learned it the hard way.

Regards,
Neo.
