Shipping and handling charges is one of the important aspects that a buyer considers while buying on eBay. Data has shown that Free / standardized shipping charges help improve buyer confidence and seller’s sales. However, when buyers see unreasonable shipping charges, they spend less overall. To help right-price and bring about increased standardization in the shipping and handling charges, a limit on maximum shipping and handling charges are being introduced in the following categories:http://pages.ebay.in/aboutebay/Final_Shipping_Caps.html
These changes will be applicable from 11th October 2010
These limits are applicable to all domestic shipping methods:
• Flat Rate Courier – Delivery anywhere in India
• Local Courier – Delivery within a seller’s city
• National courier – Delivery Outside a seller’s city
• PaisaPay Cash on Delivery
These limits are not applicable to International Shipping options.
For most sellers, these changes do not affect how you currently list on eBay as most listings are already within these postage limits. The remaining small percentage of sellers who currently charge more than the above mentioned shipping charges, should review their listings to ensure they are in line with these changes.
Listings that have shipping charges more than the above limits post 11th October 2010 will not go live on eBay.in.
To know more about these changes, please read our FAQ section, http://pages.ebay.in/aboutebay/Shipping_Caps_FAQs.htmlcontact our Customer Support Team or post your questions on this thread.
Please join an Online Workshop on this topic between 4 PM - 5 PM on 21st September for any clarifications on this topic.

To clarify, Sellers will not be eligible for mandatory 5 stars on Shipping & Handling charges DSR if the Shipping & Handling charges are within the maximum prescribed limits.
Having said that, would also like to share some good news with you, We would soon be implementing 5 Star on Shipping charges DSR where Buyers have not paid any shipping charges.
Hence would highly recommend Sellers to concentrate on providing National Free shipping to buyers

Please allow me to convince you that we will never take a decision that is against the seller community. By providing buyers a standardized shipping experience we are improving their trust on eBay and therefore their chances of buying from eBay sellers.

Now thats a good thing that you are going to give 5 stars for free shipping,
but again if seller bears the shipping cost, they will increase prices & buyers will search another portal. So you must think on this.

Couple of Sellers have raised concerns that this initiative will impact their FVF.
Let me assure you that we are implementing Maximum limits on Shipping charges with sole intention of providing standardized Buyers experience on eBay. With Diwali just round the corner, IT is important to build buyer confidence & we are confident we will see the benefits arising out of increased sales.
Just to reiterate we have arrived at these limits basis various parameters to name a few Shipping charges charged by courier companies, Past data on Shipping charges charged by our seller, Seller feedback on Shipping charges etc
Will request the support of the seller community to this initiative for benefit of the entire marketplace

A few sellers have raised concern that these shipping amounts will be redundant in case there are increase in prices by the courier companies.
We appreciate the same and will assure you that we will review these limits on a regular basis and will make appropriate changes to mirror the cost charged by shipping companies.

When the shipping charges are set by ebay then S&H charges DRS parameter should not be there at all and should be removed wef 11th October 2010.
There can be no 2 ways about it. You cannot have the cake and eat it too, that's not right.
Moreover you have to first set right the ebay search engine which gives wrong shipping charges. If you had ONLY made the search proper then buyer experience would have been just fine.
