Ebay Global shipping- Account is not active/ contact account manager

Good Day,
Its been three months that i have not been able to apply for ebay global shipping platform, as it always says your account is not active and contact account manager
Now, the major issue is:
1. My account is active, why it says not active?
2. Why i don't have any  account manager allotted to me?
I am attaching screenshot for your reference. i have already sent and got response from ops@ebay.com

Kindly help, what to do, without shipping i have to find outside logistics which costs me way too much 
in the end i have to cancel the order

Please note that as a seller it is your responsibility to make sure the following checklist is complete before you start selling on eBay:

  • Have the appropriate items in stock
  • Check with the available logistic partners for shipment & their prices
  • Keep the documents ready for international shipment
  • Ensure you have the right packaging material

eBay Global Shipping is a service that can be availed by all eBay INCBT sellers whose accounts are being managed by eBay. Here are few things that you need to keep in mind for business growth & being eligible for eBay Global Shipping:

  • Follow the listing best practices.
  • Maintain your eBay account seller standard.
  • Check availability of your Promoted Listings.
  • Have proper business growth strategy.

Going forward please connect with the customer support team for your queries.

  • From our homepage, click the "Help & Contact" link on the top of the page. You'll be asked to sign in.
  • Click the 'Contact eBay' tab. You'll see a range of options for 'buying', 'selling' and 'account'. Hover your mouse over these.
  • Click a link that best describes your issue for more information and options to contact us.
  • Depending on your issue, the customer support option would be available. e.g. If we can address your issue through email, an "Email us" link will appear.
