registration with paisapay

hello sir,
i have been registered with ebay for the last 6 months.i am also a seller.i am living in newdelhi that too proper west delhi.i have been not allowed to subscribe for the paisa pay subscription.when i click over the paisay pay subscription button present on the left side of the window ,it shows that You cannot register for PaisaPay due to your user registration address. Please see a list of valid cities supported by PaisaPay.my address is CA-103C HARINAGAR,NEWDELHI - 110064.

please look into this matter and expecting to do the needful
