Few days back I had faced the similar problem as a seller, not as a buyer.
I packed the product inside parcel, sealed that and booked thru DTDC courier. When buyer from Bangalore received the parcel and signed on POD. Parcel was tampered and after opening the parcel buyer found only some old newspaper(Bangalore Times) along with an old Defective Nokia mobile charger. That too to maintain the parcel weight.
Buyer immediately contacted me over phone and I advised him to lodge a complain to DTDC at Bangalore with the total fact and figure. He did the same and I had also lodge a complain to DTDC Kolkata.
I had provided Xerox copies of purchase bill of this product, Booking Slip, Declaration form to DTDC courier. And finally after investigation DTDC agreed to compensate buyer the amount I had specified in Booking slip and Declaration form.
They, DTDC Bangalaore wants the original booking slip, which I already sent to the buyer. and hoping he will get the compensation soon from courier.
So the matter can be settled only when both buyer and seller deal the issue jointly. Only seller or only buyer can't do anything. Even eBay can't also do anything. This is not a matter of heard earned money, money is equally important to everyone. This is matter of Trust, which can be built only by co-operating each other.
There is a very very less chance of a seller to send empty box. Most of the cases the contents missing in transit, fraud done by deliveryman.
To prevent such happenings, I signed on all the surfaces of the parcel, courier put their own sticker(with Branch name and address) on each joint. I sent a mail to all the buyers after booking with message:
Must to check: Condition of the Parcel and contents of the parcel, whether sealed properly or not, I have put signature on both end of the parcel, check this with the my signature on declaration form/Booking slip. If there is anything suspicious on parcel state, ask the courier man to open the parcel and tally the contents of parcel. If he denied, don't accept the parcel and put remarks 'Parcel Tampered, hence not accepted'. Recently it became very serious situation with almost all the courier where parcel contents have been taken out and delivered the empty parcel. If you receive empty parcel, then it will become problem for me to claim the courier, nether buyer can show any proof of empty, nor I will be able to satisfied the buyer and courier will escape from the situation after doing fraud. If anyone on your behalf is suppose to receive the parcel, kindly instruct them.
In some cases parcel may be tampered at Airport by customs, then courier co's put their own stamp and sticker on that parcel.

At this stage you are requested to conatact your dealer over phone. If seller is genuine, I am sure your seller will assists you to shortout the issue. Otherwise just lodge a complain to eBay Customer Care thru 'Contact Us Link' as suggested by indconcept.
