FRAUD : help me !!!

I had made a payment for a bid I won. The seller was prompt enough before he got the payment but as soon as he got the DD he has been unreachable on his mobiles and mails. He is Jagdish Kumar Bazee id : electronicshoppe (21229722).
I have rated reported a problem in Bazee. but as we all know Bazee has now moved to eBAy and none of the links work. They other buyers who have been cheated are :

This guy has been reported against by 5 sellers till now. What should I do to get my money back ? Plz help!!!
