
Dispute if seller no longer registered?

I won and promptly paid for two items on Jan 4 and Jan 6 this year. The seller recently unregistered from eBay, and has been evading my questions, only responding once.
Should I still open a dispute with eBay or go directly to a claim? Since they're no longer on eBay, I'm not sure how they'll mediate.

Hello,
You will first have to file an INR ( Item not received ) dispute.
Kindly study the Buyer protection programme thoroughly before proceeding further.

Step No.8 says that .....
Note: You must file a claim with your credit card company prior to filing a claim with eBay (if applicable). .
