Using Paypal Account As Virtual Debit Card

Hi friends,
i have some amount in my paypal & wish to spend it online on ebay india.
I heard about it & i think now its known as secure card by which paypal account generates a virtual master debit card code & you can use it online to pay anything.
Dont know how to use it.Can anybody help me with it?

already seen it,its of no use.this is a 3-4 years old page now virtual debit card is known as secure card.
Dont know how use that.
