Is every package opens by indian customs?

I just want to know that is every package opens once it goes through the customs?Including stuffs that are personal?
Or the reason its being open is without the invoice?

If duty is to be levied on it and if customs officer has doubt about it contents, than parcel will be opened.

I got my package through EMS and it was opened by custom thought i didnt have to pay any duties as it was from my friend and marked as gift.
By the way,GBE is not cheap and you dont get all the stuffs you want as in ebay.com
