India Post has revised rates from Sept. 1, 2008 for Books and Periodicas to be sent to foreign countries. See the link

But it is shame on Post Offices, that they have not updated their computers, they are still charging old rates, so packets booked are being returned from Delhi.
It is in Allahabad city. What about in your city.
