EMS tracking showing "Handed over to customs"

Hi Guys
I lived in India and i purchased a pair of soccer boot on ebay.com from a seller from china and this is my tracking status:

So can anyone please kindly tell me "handed over to customs" is a normal procedure or there is a problem.
The seller has marked the item as gift and its value as 40$ but the real value is 160$.Does gift item required an invoice?

What is "ebays global easybuy"? Does this service provide us hassle free clearance from the customs? Or does it import on our behalf, take care of customs and deliver it to us? What exactly is" ebays global easybuy". One member suggested this as an alternative to the customs trouble.

I read your reply to someone , actually i got an Airsoft Gun ( Toy Gun Which Shoots BB's) stuck in Delhi Customs with parcel id EE751606924TW and they asked me for Invoice and ID  which i supplied but never got a reply aftera month and yes my parcel is stuck at least for 3 months no notice yet arrived or update on website
