truncated refund

I want to attract your kind attention in the following points associated with my claim.
(1) I had paid Rs. 7020/- through PaisaPay for the item in this matter.

(2) The seller had supplied a substandard, undervalued and most importantly different item than the offered item. Therefore the appraisal value reflects the value of the item supplied only.
You stated that, the claim settlement value would be based on the appraisal value. This is not only illogical but also unjustified.

For example: If the supplier would have supplied an item worth only Rs. 100/-. Then obviously the appraisal value would be around Rs.100/-. Does that mean my claim settlement value would be based on the appraisal value Rs.100/-?

(3) I have gone through your mentioned rules (terms & conditions) regarding the claim & settlement on your website. I have not found any co-relation between the claim settlement value and the appraisal value. Therefore the settlement claim value based on the appraisal value does not stand.

So, you are requested to kindly consider above points positively, logically and in justified manner. And also requested to make claim settlement on the basis of the value that I had paid for the item rather than that of the value of the item the seller had supplied.

Alternately, I request you to provide me email/address of the proper forum in the eBay, so that my grievance can be taken notice of in this claim case.
