serious ebay problem please reply its very urgent

hi i am facing a serious problem .

i have sold a bundle of notes for 11,100rs for which 555rs FVF was charged to me .i and buyer disagreed over terms and so buyer himslef said to cancel the deal and told me to send the form for cancellation and later he denied the cancellation

item number is : 170370305181

now he is not paying nor responding to my mails and now i cant even open a dispute of non paying buyer against him he worked smartly and now i cant open any dispute as i already sent link to cancel the transaction .now i cant pay ebay fees as i dont want to pay 555rs extra for the items not sold now how should i proceed ???i am mailing buyer so many times but he is least bothered to even respond .

i even told him that my brother will come at jodhpur(his residence place)and give him the bundle and he can pay in cash but he is least bothered to even reply what should i do please let me know please its a very urgent matter and i need response so that i can proceed with fees to ebay please please please reply

While cancelling the transaction, you must have seen the options available i.e. if buyer do not agree, transaction will be closed but you will not get the FVF. That is exactly happened. You have taken a chance that buyer will agree, which misfired. Now the transaction is closed and you can not force the buyer to pay.You should have opened the payment not received dispute to get back the FVF with certainty.
