I have purchased new original htc mobile battery which is price Rs.1295/ but seller give me wrong battery so i didnot accept & return it which parcel charge was Rs.100/ they did not give me.

If the seller shipped the wrong item then return charges are to be paid by seller.
Why the buy suffer due to seller's fault ?

Ebay should add this rules to sellers policy. Because some time seller send wrong item and force to returned the item via courier. Some times we want to search same courier to return for that item, because other couriers not intrested to shipping this items. So ebay should add rules to seller when he send wrong item, he should arrange for return pick up for that. Then only sellers send correct item, what he want to shows for selling product that only send.

This happens because buyers don't read the return policy before buying an item.The seller must has surely specified in his return policy that the return shipping charges were to be held by the buyer.

Yes that is correct, all seller should clearly mention their return policy.
